You have clearly never been into Bogata!.... The theatre quals are based on actual experience and issues that have been problems at Delta/NWA and other airlines. Some of the training is FAA mandated such as magnetic unreliabilty areas and Delta has no choice in the matter. Once things stabilize a bit you might see Delta go back to a 1 year footprint but its not likely with the FAA watching us closely.
SailingFun: you got that right. It is exactly that experience which is driving this. We had a guy on the ER a couple years ago going to Lima who shut down an engine for low oil pressure. He diverted to BOG and had never been there. I bet that if he had to do a 1-eng go-around; he'd crash. They replicated it in the sim: Everyone that tried it got into BOG with no problem. Every go-around crashed--4 in a row. Its that sort of thing which is driving the thought processes.
