YES. I use the crotch strap, but as soon as "climb power" or "quiet EPR" is announced, I remove my shoulder straps and the crotch strap at the same time. Why?

-The crotch strap is what is called an "anti-submarine" strap. It prevents your body from shooting forward during a high speed frontal impact. If you didn't have this, your body [unless you have a gigantic beer belly~] might actually slide underneath the side straps that come over your hips, and you could hit the forward panel, breaking your knees and prohibiting you from climbing out the windows.

It isn't comfortable, it tends to give me a chub, but I cannot find in my manual where it says when you can remove this strap. It just says for "takeoff" and "landing", whatever that means.
