Now what if 757s start replacing 88s and 738s from ATL-RIC and ATL-ORF, is that upguaging? Because its obvious, if PHF is in between the two then you know what they're doing is replacing the lost ASA flights to PHF which is in between RIC and ORF.

Not saying PHF is that important, just the example I know best.
During the Comair strike, the Delta strike center was in full operation because we were gearing up for our own potential strike. The Comair strike folks had not adequately prepared for strike tracking, so we took over the tracking function for them. We had every flight schedule loaded electronically and we tracked every flight over the entire Comair route network to ensure that there was no up-gauging or extra sections. We found a handful of attempts on the first few days and then it stopped. Several Delta crews got up and left the cockpit to ensure that the flight would not operate.
