The regionals aren't capped on aircraft. They're capped at 153 76 seaters until mainline gets above 768 aircraft ( a long way away), and they're capped at 255 total 70-76 seat category aircraft, so they currently can add up to 36 70 seat class aircraft.

That said, it's looking like a good time to be a Delta pilot. The block hour increases, desert returns, used MD-90 purchases, and a couple of new 777/738 will keep us busy.
