I'm also trying to put the puzzle pieces together and the answer to this question could affect how the picture looks, IMO.
To solid answer yet, but the guys that seem to be more in the know are stating it is a at risk type scheme and not a FFD or Cost plus.
It is just a guess, but an educated one.
