That's talking about an "Ocean Crossing" which doesn't have anything to do with international pay. A "domestic category" cannot contain trips that have an "Ocean Crossing".

So the 737 can go into deep South America, they carved out the "3 degrees, 30 minutes" part of the PWA. You still get paid international pay whenever you leave the 48 states, (except Canada and Alaska)
