Default Effect of lifting DCA Perimeter Rule

If this goes through, how will it effect regional operations at DCA? Mainly US Airways (PSA, AWAC, CHQ)

My thought is many of the regional flights will be replaced by new west coast destinations and maybe one more PHX.
