Most other carriers are flag/domestic with supplemental used only for off-line charter operations(I believe that's to or from an airport not listed as regular, provisional, or alternate in a carriers ops specs but its been a while)
The GOC manager said this was how Fedex was going to manage the Flag/Supplemental ops, at a recent briefing.
