That should not be a concern, but something RJ folks should encourage. There would indeed likely be fewer flights to some of the 'local' places like ROC and BUF and GSP, but I don't think they'd disappear. I fly those routes a lot and they are not going in or out empty. The question is how many of those are O&D passengers and how many are just connecting to another flight, which they can also do at CLT or PHL.
Lifting the perimeter rules at LGA and DCA (with no increase in the total movements) would almost certainly reduce RJ operations at these airports, but would also create some growth opportunities and the mother ships and that is good for everyone. I think.
