Absolutely correct. People walk up to the counter with all their stuff and stand on a scale. Boom, there is your ticket price. Want a cheaper ticket, don't takes so much stuff. That would couple ticket prices with costs directly. As demand increases for a route segment, the price per pound would go up.
If that were ever to be proposed, imagine the wailing and gnashing of teeth from the ACLU!
