My understanding is no.

It's just a rider to the emergency funding bill so that it passes.

Each individual rider is a separate bill/law that has it's own language and terms.

It's just "attached" to other bills (even emergency spending bills) so that it passes quickly through the halls of congress.

It's a great way for "pork" to be added by both parties since no one wants to go on the record as voting against "The increase in security act of 20XX" (just an example) even if it includes riders increasing funding to individual districts that have nothing to do with security (as in this example).

Not saying that this is pork - but the principle is the same.

No one will vote against the FAA emergency spending extension - so by attaching it as a rider it will be a done deal and get done prior to their vacations starting.
