From reading over the LOA I believe you keep your relative spot within the UAL furloughee stack (ie, a more senior dude can go to CAL after you but he gets inserted before you at CAL). I don't have the language in front of me right now but will try to find a reference.
If this is the case it would actually cause them to go thru the list faster. During the last recall they were getting something like one out of 5 actually go back on the property (lots of ML leave but not an option here). I would think if CAL does start hiring, except for the few who live in a IAH domicile or are completely unemployed and don't mind commuting on reserve, they would go thru our list pretty fast.
We'll see.... hope everybody who needs a job gets one!
