I can't find it either. For what it's worth, here's a list of dates referenced in the PWA in which the company doesn't have to allow a authorized personal drop even with excess reserves. I know we're talking MLOA but I'd imagine the "trigger" days are the same or similar.
1) New Year’s Day
2) Super Bowl Sunday
3) Good Friday
4) Easter
5) Memorial Day
6) Independence Day
7) Labor Day
8) Thanksgiving Day
