Pilots can jump under certain circumstances. FO's are seat locked, so they don't move unless there is a displacement. CAs can bid between certificates, but only to a higher paying airplane. There is also no bumping people. So CAs can only bid across for a vacancy. There are quite a few pilots who have worked on all three certs.
