It is true. Reserve time is neither duty nor rest. Reserve time counts towards your 16 hours, because you must be able to look back and find 8 hours of rest.
Duty is an Obligation
The requirement to answer your phone during specific periods of time is an Obligation... Hence it is duty. Regardless of what they tell you, the cases have already been decided.
