There are a few pilots who simply like to fan the flames. They enjoy it, its what they do. We have some in the south and they have some in the north. They will start, repeat and change every rumor to suit their needs.
We have always had periodic ride along programs at Delta. Its a great safety tool and non punitive and not once has ever been punitive. The audits are normally done after major changes. Think we have had some of those? They always state who they are and why they are on the jumpseat.
As far as the ride along program for the 757 NW guys again it was all above board. No secret notes or anything else. They were placed on the aircraft as a asset to the crew. Nothing more. One rumor was there was a 47 page checklist the secret riders were filling out on the NW's crews. Funny the TOE guide has 47 pages and would be something a pilot assisting would have and keep out during the flight.
Being paranoid is a tough way to live your life. Some want to make a career of it and steering up trouble. I had 2 NW pilots show up to ride on my jump seat. Oh my god! They must be there to spy on me!!! OMG. They are after me!!! Opps oh not really. They are just trying to get a feel for Africa ops before the 330 flew there. Great guys and no black helicopters.

I had a direct converstaion with 757A who had no idea who the guy was and what he was doing. Only when he(ride along guy) went to the biffy did they discover the note taking and notes form the previous 30 days because the guy left his book there for eyes to see. Needless to say he was not real happy about the situation. I don't call that a stupid rumor. I'm sure that there was good intent with this program, however I think that possibly a few individuals administered it poorly. If you call that fanning the flames then so be it. I suppose that if you did not like something that was happening on your flight deck you would just accept it and move on because you would not want to make any waves and fan the flames. Personally I have no problems with the idea of this program, just they way it was done by some.
