I wonder if I'll ever figure out the RUO from Section 23?

Thought for sure I'd get a 2 day tomorrow because I'm good for exactly 2 days, but since they already assigned me SC it went to a guy in the 3 day bucket because he is on LC today. Man I'm so confused.
