I mean, being on reserve is all about total control of how much, when, and when you fly, right?

One of the other issues in LA New is that its such a small base that there's not a lot of open time or ability to yellow or green slip. Even if the schedulers commit you for every available day through either a trip or a short call, there's really little flexibility to grab anything else.
Hopefully, LA will grow at some point. But in my time here its been very static.
