FAA: A notoriously slow organization doing everything in excruciatingly slow with massive and unnecessary redundancy, taking 40-50 years to catch up with the current situation.....(rest rules anyone?)
And when upper corporate management does their deals, they have the impediments of the White House, Congress, opposing lobbyists and FAA as well. Somehow they've figured out a way to move fast and nimbly.
