JMHO: I think that mgt wants us to do it on the roll, but can't say it. Hence their procedure is to set the brake all while knowing it won't always be feasible and that it will get done on the roll (often let's say). Too much heat for the company if something happened while rolling on the taxiway if mgt makes it a procedure for every departure. Gives them the one and only get out of jail free card (we told you to stop). I think the runway change not being required every time is why they don't stop us from doing that one the fly. Again, JMHO. The bright side of all this is that the beacon can come on much faster as we will no longer be waiting on numbers!
