Because SLC7er is a
new category no one can be MD/VD'd to the category because there is no one in the category that is senior or junior to one wanting to displace into the category. In other words, you cannot displace into a category that has no one in it yet. Once the category is opened then you can VD/MD. Think the SEA7er category on the last bid. No one got it as a MD/VD because it was a new category. You had to bid it as an AE.
