No they don't. One of the great problems has always been FSDOs that make up their own rules.
So let's say you call your local FSDO. The agent you speak to that day says, "Sure it counts!" (just like they did about CFI rides counting).
Then you fly across the country, get into an incident and in that district, they all say it doesn't count.
"Well, Joe at the other FSDO said it was cool," isn't much of a defense, especially when "Joe" either doesn't remember ot outrignt denies ever saying tidenies he ever sait it inorder to cover his own rear.
