Here is an interesting quote today from one of the architects of Airline Deregulation:

Mr. Levine said there are both good and bad things in the consumer-rights plan. He was less concerned by talk of industry reregulation than he was by the department's move to block a planned transfer of airport takeoff and landing slots involving US Airways and Delta Air Lines Inc.. That, he said, was exactly the sort of thing the 1978 deregulation sought to end.
