You have to put them in prior to the 1th of the month prior to the month you think you'll get training, because the training people plan the training from the 1st to the 5th. For example, for December training, you have to designate the Training Golden Days by Nov 1st.

But no, you're not telling them you want CQ in that month, it's just precautionary in case you do get it.
