I don't know what an "FSR" is, nor do I care. Sorry for the ignorance, but the three FOM's I've worked under had "no fault" go around policies. You gotta go around, go around. You don't have to explain/justify your actions.
But ANYTIME you gotta fill out paperwork for a go around, much less for something like an aircraft still on the runway, you should be questioning your company's practices. Not the guy that was on the runway.
