A quick study of the actual highway statistics and insurance data statistics crushes your emotional argument. Burn them all for your pain seems a popular emotion today. When emotions get the best of us we all suffer.

It is telling when we seek to punish a wide range of individuals rather than hold the single individual responsible for his actions. Speeding is often the rule on certain stretches of highway due to poor traffic flow control.

Under some conditions the speed limit is too high, such as poor weather, it is just as obviously too low under other conditions such as excellent roads and good weather. This is called judgement and individual responsibility. A somewhat alien concept to many.
