It won't make it from PHX. At ATA we flew them from ONT, LAX, and OAK. OAK to HNL maybe LIH, I believe was the farthest leg. We served ITO, KOA, OGG, HNL, LIH from the west coast. Routinely, we would fly with 162 (Biz+coach) or over 170 (all coach) from LAX or ONT at MAGTOW - 100 lbs. We'd occasionally carry freight, but not much. Coming eastward, OGG and LIH provided the most challenge. OGG might require Flaps 25, bleeds off, with wind and altimeter corrections to get back with a full load. LIH would require the same, but temp. had to be below 28C, I think. The Bay area to HI is the longest overwater stretch in the world, hence the 180 min. ETOPS. The -700 has better performance, but I don't think the yield will be there for WN. PHX (and LAS) is hotter and higher as well as farther than LA or the bay. It's still a competitive route even without ATA and Aloha. Inter-island is just stupid with Mesa out there.

The hard part is not the crew training, but MX and Dispatch procedures with SWA would most likely have to change to comply with the regs.

Any Hawaiians can tell me if the high-speed ferry is operating? If it is, forget the inter-island flying.
