The people who actually want to go to IAH will not be commuting...they already live there. Denying folks the JS is only going to hurt those who got junior-manned. SKW has historically allowed us to decline to fly struck work but I don't think this is going to qualify. A JS war is only going to PO a lot of folks and cause a few folks to move to houston against their will.
IAH is a not a good airport to try to lock people out with the JS...kind of like LA or SFO. If people have to they will just take SWA to Hobby and then take the bus to IAH. That's not going to work so well for the CAL pilot who commutes from Montana, Wyoming, Idaho, Colorado, etc...
