I cannot answer that question since I wasn't the person who made that decision. I do know that becoming a member of CAPA means paying dues to be a part of an association of pilot groups to pull it's resources together for the profession, just like ALPA.

I dont think SWAPA members got to vote on paying CAPA dues or ALPA aeromedical or ALPA E & FA, or whatever else they outsource. The fact remains that SWAPA dues money goes to pay for many services, just as ALPA dues do.
