I think you are confusing a few different items.

If you overflew the monthly max as a blockholder, you had a specific time window in which to notify scheduling that you would not accept HIT and then they would downward adjust your schedule to keep you under the max. if you did not contact them, then the default was to accept HIT.

For reserves, you could decline HIT at anytime. If you wanted to be removed from Reserve status for the reminder of the month, you did have to notify them or they would call to see if you would accept a HIT trip. You were under no obligation to accept a HIT assigment.
