The question comes down to how bad the company wants/needs the single certificate operation. If they can continue to "speed" on the CAL scope or implement more JV's, their "tolerance horizon" is long IMO. However, if they want/need the combined operation for their benefit in the short term, they'll play ball.
I'm aware of the APA situation. UCAL pilots better dig in for a long time. My guess is 2 years minimum before a release. Again, minimum.
Now we also have to throw in the devil's advocate question, "and at what cost." How much damage is done to the pilots if the company can continue to flow UEX into the CAL op, signs more JV's, etc.
Is there a time to capitulate on some issues to a certain degree to take back an acceptable position regarding scope and any other gains? Have them in hand so to speak. Then work towards the next gain hoping the economy or other factors provide some leverage? This is a rhetorical question of course.
I would like to have all scope back. Or, at least 50 seat and no JV's. That is the real means to improve your career expectations, advancement, security, and compensation.
Is that worth a decrease in any potential raise. To me yes, to others, no.
As much as we all might wish it was different, the concessions given up regarding scope and all other issues weren't given up over night, even in BK for UA. As a result, I doubt they can be recaptured in one step.

Not 1 inch on scope and no contract without retro-pay PERIOD. It's time for a hard line on this so like the man said "dust off your picket signs fella's" and save your money cause we need to get ready to go to war.
