The fences in consideration are only for the Q400 captain position everything else will be open. Also with Dual Qual on the CRJ's there couldn't be fences anyway.
A lot of the saab guys being displaced should be able to bid into that Q400 position if they want, or a displaced pilot from pinnacle as well. A 9L pilot with lower seniority should not get it ahead of a displaced senior pilot.
Not arguing with your point, however there is no way for you to tell what fences are or are not in consideration at this point. And we haven't even seen the TA to see any dual qual provisions/restrictions yet.
