Current link to the ICAO MNPS oceanic manual. Used to be at NAT-PCO.org, but that link appears to be broken. If you have access to DOD's Area Planning (AP2 has the most info), there is some good reading there as well. If you go to the DINS NOTAM webpage, there are lots of good links over on the right side of the page as well. Hope that helps.
