ADSEPing someone who is in sanctuary is not a light evolution. That's almost unbelievable that they COULD do that even if they wanted to.
If she was trying hard, it seems like they would have had to extend her to 20.
Even if she was a documented POS, she would have just cried "Ow, my back hurts" and get a medical waiver...that should have got her a year or two.
