Just accepted the Feb 7th recall class for PSA. I was 7th on the list, all those above me deferred... HR said there were 10 below me on the list.
This class will be about 4-5 people, and from what I understand, PSA is going to keep calling back 4-5 people every month till all are back to work, then start with possible new hire classes.

I attribute it to increased flying (the pilots on the line are busy, picking up more than the 75hr guarantee) and attrition with many pilots being affected by the age 65 rule.

The reason for only a few recall pilots at a time is the # of instructors available for training. PSA has inquired about pilots interested in teaching, so I think they are ramping up for future new hire classes, in which more instructors will be needed. My new hire class (Jan 09') had about 25 pilots in it.
