From what I can gleen, it was some sailor that found a copy on a share drive somewhere. These are 4-5 years old.
Same kind of "whistle blowing" that led to Abu Gharib. I think the sailor that found them and turned them over to the media (FAIL) didn't even have a drivers licence when these were made. If I was Capt Honors I'd drop my retirement letter and walk out of the Navy with a big middle finger.
