I don't think so either unless they want a resounding NO vote on the TA.
Once the TA is sent to the pilots, the clock starts ticking on certain mandated SLI performance. The SLI clock starts regardless of if the TA is passed or not.
So, you would expect the MECs to send a TA that is everything to everybody (best chance of passing) rather than having a TA be rejected to validate a negotiating position.
Can you imagine? "we closed the 70 gap, all we had to do is give away the wide body flying". Me neither.......
