Exactly, you have Rotater cuff surgery and you are out for 4-5 months you get the crap kicked out of you when it comes to pay. Just saying, it should be 100%for the full yearly allotment. You will always have those that abuse the sick leave policy, but for those injures and surgery that take some time 100% sure would help.
