The program they are discussing involves sitting right seat in the SIM for paying customers who are training in the left seat. You do not get paid, but after so many hours they will train you for a PIC type rating.

Since SIC's in non-121 don't need types, there are more PC trainees than SIC trainees, so they just need to fill the seat.
