Cutting $200M doesn't even make a dent.
Combine that $200M with a couple thousand other $200M and it makes a difference. Regardless, if its not in Article 1 Section 8, I'm all for cutting those programs as well and a corresponding reduction in our taxes. Leave it up to the states to implement whatever else they want.
