It's gone on in one form or another forever. Not really the same situation, but a few years ago guys would get hired by the ONLY legacy carrier hiring. Hence, they were perceived by many as "the place to be". Despite a crappy contract. After said pilot gets trained (type rated), goes to a particular "LCC". Got the type paid for and everything. Can't say as I blame them with the crappy first year pay, and NO health insurance for six months, crappy bases, etc.

Wasn't always like that. But back in the 90's they hired furloughed pilots, and they went back to their respective carrier when recalled.
