But a fair chunk of the FQS folks have submitted their cards and do want to join the IPA. They deserve our best efforts to accrete them. If it falls short, then all bets are off.

I wonder if they have all seen this position UPS has taken in its official response to the NPRM?

It seems to me that if this is new information to them, it should generate the six cards needed.
