It's funny. I did hear a story at the GMM the other day that UPS started this whole FQS hiring story to give the illusion that their numbers would stay fixed, hoping that it would prevent the IPA from getting the FQS (defector) numbers they need. I don't believe in that sort of "conspiracy" but it certainly is getting interesting now that I have read UPS's comments on the NPRM. If I were an FQS, I would take the time to read that piece of paper:

Interesting read. I am joining an increasing minority that would rather have the cards and call it a done deal. Unfortunately I do not believe it will happen. March 11 is this Friday (In case anyone was wondering when the deadline was)!!
