Yes, this my understanding, as well.
Given, the spike in fuel prices and the recently announced capacity cuts, my guess is that contract negotiations are on hold and any TA is many months away, maybe even into 2012.
No TA equals no SLI. But with SOC coming in October we will look more like USAirways, with two separate pilot groups with two separate contracts. Separate and unequal.
