What is UOR?

I have CPA-Chief pilot reviewed absence. I'm trying to figure out what exactly it is and if I need to talk to anyone to sort this out. Also they took out 3.95 hours from pay. Did they do this as a reprimand for not calling or is it just a default scheduling thing?
