What they're generally looking for is that you don't say "I'm going to call the Chief Pilot and rat him out and hopefully cost him his job".

Exactly. The interviewers asking this question are pilots...they don't want to work with a tool who will throw his buddies under the bus at the drop of a hat. But they would also like to think gross safety violations will not be easily perpetuated...they would like some institutional resistance to behavior like "do-it-yourself CAT III's". Too lax of an attitude on stuff like this will eventually result in a smoking hole...
