Job Summary
Perform Missions as directed by the Senior Aviation Advisor under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A). Responsible for conducting Fixed Wing Pilot training and evaluations, standardization administrative duties, i.e. flight records, AWIS, publications and references. Single point of contact for Standardization (SP) and test flight (ME) activities. Monitors flight instruction, to include standardization of transitions, annual proficiency reviews and flight evaluations. Assists key managers in providing oversight, initiates, conducts, and supervises training within his/her respective area of responsibility to meet the contract objectives of host nation and contractor training.
JOB DUTIES & RESPONSIBILITIES
Provide fixed wing aviation mission support, conducts and oversees in-country flight instruction, aircraft transitions, annual proficiency reviews, and flight evaluations.
These flights are accomplished day and night, under visual and instrument meteorological conditions. Supervises pilot participation in host nation pilot training program. Develops examinations to determine the proficiency of fixed-wing pilots and test pilots, and non-pilot crew members. Processes and reports operational and training evaluation results. Oversees maintenance of pilot flight records, weight and balance calculations, and risk assessments. Monitors pilot proficiency in phases of mission planning and flight operations to ensure compliance with policies and directives. Conducts academic and hands-on performance training and administers evaluations to ensure pilot proficiency and standardization of training in addition to maintaining IATF's and completing required AWIS entries. Performs operational checks, routine maintenance, and maintenance test flights to ensure the airworthiness of the fleet. Applicant will be required to maintain Instrument proficiency.
Requirements Knowledge & Skills
Branch 15 Aviation MOS series or other military/commercial equivalent (155A preferred); qualification in assigned aircraft before or incident to assignment. FAA Commercial and Airman�s Certificate with Instrument and Single-engine Land rating. Current FAA Class II Medical Certificate.
An FAA CFI/II rating in type and category or military equivalent is required. Individual must demonstrate proficiency in understanding aircraft systems, components, and operations. Individual must possess a thorough knowledge of FAA and ICAO regulations pertinent to the host country and operational requirement.
- ILR Spanish proficiency level 2 or American Council for the Teaching of Foreign Languages (ACTFL) Spanish Proficiency Speaking Level Advanced.
- Must be able to obtain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation or Name Check through US Embassy if FN/TCN.
- Ability to obtain and retain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation or full Background Investigation through US Embassy of home country.
Experience & Education
- 2,500 total fixed wing flight hours including 1000 hours of turbine engine time.
- Minimum 250 hours multi engine turbine pilot in command time.
- IP/SP applicants require 500 hours turbine instructor pilot time or check pilot time in a civil or military organization; SP applicants require one (1) year experience managing training programs in a formal civilian or military training activity. MP/ME applicants require 300 hours maintenance pilot time in a civil or military organization, ME applicants require 1 year experience managing maintenance programs in a formal civilian or military training activity.
Physical Requirements/Working Environment
1. Must be able to walk and stand on level and/or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.
2. Must possess physical dexterity and coordination to qualify for Federal Aviation Administration Commercial Pilot Certificate.
3. Must be able to distinguish color and judge three-dimensional depth.
4. Must be able to climb stairs.
5. Must be able to read and interpret newspaper and typewritten print, maps, aeronautical charts, and weather charts.
6. Must be able to grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
7. Must be able to see aircraft in flight, read dials/gauges, identify small objects and hand tools.
8. Must meet or exceed Federal Aviation Administration minimum visual acuity and hearing standards for Class II medical certificate.
9. Must be physically capable of climbing vertical ladders or built-in aircraft steps to heights of 10-12 feet.
10. May be exposed to chemical mist, gas, vapors, ultra-violet and infrared radiation.
11. May be required to lift up to 50 pounds to a height of four (4) feet and be required to lift up to 20 pounds to a height of seven (7) feet.
12. May be exposed to certain obstructions on the surface as well as ladders, stairs, etc.
13. May be exposed to rapid or extreme temperature changes.
14. May be required to meet Night Vision Goggle Vision Requirements: 20/100 near and FAR sight correctable to 20/20, be able to focus Night Vision Goggle at minimum distance of 20 feet.
- Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.
- Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment. The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.
- Individuals may be exposed to fumes or airborne particles and work in close proximity to moving mechanical parts, aircraft, and vehicles.
Travel
May be required to travel up to 75%, CONUS and OCONUS
