That sole source vs no sole source doesn't have anything to do with it being accepted or not. It has to do with what kind of action may be taken.
Example: A pilot busts an altitude. He files asap and also ATC files a deviation.
The FAA pursues enforcement action. ASAP report keeps you from getting ticket yanked and you get remedial training instead (or Administrative letter, etc.)
Acceptance criteria for ASAP:
1. Inadvertent
2. No criminal activity, drugs or alcohol
3. Submitted in a timely manner...generally 24hrs
