Eh there are plenty of expensive places, but also some great cheap bars if you know where to look. A lot of my favorites are in the village, around NYU (lots-o-students= cheap bars).

McSorleys Old Ale House (oldest bar in NYC, same place since 1854...still serving nothing but McSoreleys Dark and McSorleys Light) - E 7th St & 3rd Ave.
Off the Wagon - $8 pitchers at happy hour, beer pong tourneys to relive your college days - MacDougal & Bleecker
Continental - 5 shots of anything they serve for $10, all day every day. Some surprisingly top-shelf stuff included. Third Ave & Astor Place.
The Slaughered Lamb Pub - tons of imports & micros, good prices - Jones & W 4th St
Blind Tiger - more expensive beers but a lot of really great stuff you've never heard of - Jones & Bleecker
2 Bros Pizza - soak up all the booze with surprisingly good pizza for $1/slice. St Marks Place between 2nd & 3rd Ave.

Haven't spent as much time in midtown but generally seems harder to find good but cheap bars. Have been to Blarney Stone, it's good and not too spendy, gonna check out Faces & Names on my next LGA layover....
