Apply at Great Lakes. You meet their minimums. You'll get to build your ME time and then you can move on to a better regional after a few months if you don't like it there. Better than waiting around wishing minimums get lowered in my opinion.
I would go to great lakes and stay there though 1000 PIC. Then go to another regional and get stuck in the right seat for a decade.
